The 3rd Annual Meeting of the ReCAAP ISC Council was held on 25-27 Feb 2009 in Singapore. Vice Admiral Anil Chopra, AVSM, the Director General Indian Coast Guard attend the meeting in the Capacity of Indian Governor and also as the Vice Chairperson of the ReCAAP. Governor from the fourteens ReCAAP member countries commended the ReCAAP ISC on achieving milestones in research and analysis, capacity building engagement and co-operation with other organisation with an interest in Combating Piracy and Armed Robbery against ships. |

Election of Chairperson and Vice Chairperson. During the council meeting the Governor of Thailand council meeting the Dr. Pornchai Danvivathana was elected as new Chairperson and Governor of China was elected as Vice Chairperson.
Financial Contribution. Indian has made a financial contribution of USD 50,000/- for the financial year 2008-2009 to ReCAAP ISC and Vice Admiral Anil Chopra DGICG, the Indian Governor intimated that the Government of India could contribute USD 50,000/- for the forthcoming year (Financial year 2009-10) as well.
Expansion of Membership. The Council was updated on the status of expansion of ReCAAP membership. The possibilities of countries other than the original sixteen countries that negotiated the ReCAAP becoming contracting parties to the agreement was also discussed. The council welcomed the interest expressed by the countries of Denmark, Norway, Greece and Netherlands to join the ReCAAP.
Expert Working Group. Council deliberated and endorsed the purpose/mandate of Expert Working Group. The EWG shall compose of two to four representatives from each interested contracting party, preferably representatives with legal and operational competence. The purpose/mandating of EWG are as follows: -
(a) Thoroughly study the implications (legal, political and operational) of the accession of non-Asian countries to the ReCAAP.
(b) Contribute legal and technical clarification on the provisions of Article 18 of the ReCAAP agreement for the Governing Council’s consideration.
(c) If necessary, based on the implications, draft guidelines for the accession of non-Asian countries while taking into account the preservation of the Asian focus of the agreement.
(d) If necessary, based on the implications, draft guidelines for cooperation of non-Asian countries with the ReCAAP ISC while taking into account the preservation of the Asian focus of the agreement.
(e) Thoroughly study ways and means of engaging international organisations and other relevant parties with a view of strengthening cooperation and the stature of the ReCAAP ISC.
Piracy of Somalia Coast
The Council also expressed concern over the Piracy and Armed Robbery situation, off the coast of Somalia and Gulf of Aden and welcomed the signing of the code of conduct concerning the representation of Piracy and Armed Robbery against ships in the western Indian Ocean and Gulf of Aden at the Djibouti meeting. |
